To advance the vision of a smart Taoyuan, the Department of Environmental Protection of the Taoyuan City Government (TYDEP) actively participated in the “2024 Smart Taoyuan Innovation Proposal” competition. Three of its innovative proposals stood out, earning high praise from the judges. Among them, the “AI Construction Site Road Pollution Recognition System” received the Innovation Award, while the “Application of IoT Technology for Industrial Park Water Pollution Control Project” and “Smart Environmental Emergency Response: Strengthening Cross-Departmental Collaboration for Incident Management” each won the Idea Award. With the highest number of awards among city government departments, TYDEP has demonstrated outstanding achievements in applying cutting-edge technology to environmental governance.
TYDEP Director Yan Ji-Liang stated that to reduce particulate pollution from construction projects and promote self-regulation among contractors, TYDEP has taken the lead nationwide in implementing the “AI Construction Site Road Pollution Recognition System.” This smart management system uses CCTV cameras, image monitoring, and Hybrid AI technology to track and address road pollution in real-time. Taking the “Taoyuan Metro A21 Station Area Land Acquisition and Development Project” as an example, from May 2024 to February 2025, the system issued a total of 365 alerts, significantly optimizing inspection efforts and reducing an estimated 35.5 kg of carbon dioxide emissions. This innovative system not only enhances environmental monitoring efficiency but also secured the only environmental category Innovation Award in this year’s competition.
Director Yan further pointed out that Taoyuan has 12 regulated industrial parks, where illegal wastewater discharge has been a persistent problem. Traditional manual inspections often fail because pollutants dissipate rapidly, making the process time-consuming and inefficient. To address this challenge, TYDEP implemented the “Application of IoT Technology for Industrial Park Water Pollution Control Project”, installing water quality sensors and surveillance cameras in stormwater drainage systems within industrial parks for real-time monitoring. This initiative has led to a 10% increase in enforcement actions and a 50% reduction in manpower requirements, significantly improving efficiency. Additionally, Director Yan emphasized that integrating vast amounts of environmental monitoring data remains a critical challenge. To ensure effective data consolidation and transparency, TYDEP launched the “Taoyuan Environmental Monitoring Data Integration Project,” establishing an environmental quality information network and data management platform. These efforts will enhance data analysis and improve public access to environmental information, ensuring stricter oversight of Taoyuan’s living environment. The two proposals were honored with the city government’s Idea Award, marking a significant breakthrough in smart environmental governance.
TYDEP stated that it will continue to strengthen environmental monitoring and pollution control measures through enforcement technology, effectively mitigating air and water pollution threats to public health. As technology advances, TYDEP remains committed to evolving its environmental governance capabilities, creating a cleaner and healthier living environment for Taoyuan residents.
