Taoyuan Mayor Chang Shan-Cheng attended the ISO14064-1 greenhouse gas inventory certification course organized by the Department of Environmental Protection on the afternoon of the 3rd, engaging in discussions with course participants. He gained insights into the efforts of businesses in Taoyuan City toward achieving zero carbon emissions. After its implementation, he also listened to various industries' responses to the Climate Change Response Act and encouraged industry partners to collectively embrace the sustainable goal of "zero carbon emissions." He encouraged everyone to acquire inventory skills, enhance organizational capabilities, promote internal inventory and zero carbon emission operations, and plan for a successful transition to zero emissions.
Mayor Chang Shan-Cheng pointed out that Taoyuan City is the largest industrial city in the nation, ranking first in industrial output. The industrial sector accounts for significant carbon emissions, resulting in a large carbon footprint. In alignment with international decarbonization trends, the city government has set a target and strategy for achieving zero emissions by 2050. The government is fully committed to assisting Taoyuan industries in terms of talent, resources, and investment to transition effectively. The government is promoting multi-faceted collaboration between academia and industry, adopting a "big leads small" strategy. Starting from the basics of greenhouse gas inventory, the city invites all businesses and factories in Taoyuan to jointly learn and engage in greenhouse gas inventory courses. By the end of the year, the goal is to train 500 professionals, strengthening their foundational skills in greenhouse gas inventory. Through collaborative efforts, the aim is to enhance the capacity for greenhouse gas inventory and emission reduction in order to collectively work toward zero emissions.
In response to the trend of zero carbon emissions, Taoyuan City aims to develop industries with low pollution, low energy consumption, low water usage, and high added value. Assistance is being provided to guide businesses in enhancing their green and intelligent management as well as energy conservation and carbon reduction efforts. To help local industries catch up with the international trend of achieving zero emissions and enhancing their competitiveness, achieving "zero carbon emissions" is an important pathway for Taoyuan's sustainable development. The city government's primary task is to help all businesses develop greenhouse gas inventory capabilities, conduct inventory independently, manage carbon emissions, devise carbon reduction strategies and goals, and facilitate subsequent carbon disclosures and calculations for carbon fees and taxes. In addition to conducting educational training, the city government offers resources through the Green Transformation Counseling Team for factories, assisting businesses in progressively adapting to low-carbon transformation and enhancing carbon reduction capabilities. This is achieved through six areas: energy conservation, water conservation, green construction, renewable energy, clean production, and voluntary greenhouse gas inventory. The Green Transformation Counseling Team guides businesses through on-site counseling and expert diagnosis services.
Chen Shih-Wei, Director of the Department of Environmental Protection, stated that in order to rapidly expand the capacity for greenhouse gas inventory in Taoyuan's businesses, the bureau initiated related training courses in June. Companies actively registered for participation. Starting in August, 11 additional courses for internal and lead greenhouse gas verification officers have been organized. Following the "big leads small" concept, businesses within the city are invited to cultivate professionals specializing in greenhouse gas inventory. Apart from holding 4 greenhouse gas verification officer courses in August and training around 200 verification personnel, the city government will continue to hold 7 education and training sessions. This will assist Taoyuan in accelerating the development of greenhouse gas inventory capabilities, with a projected increase of 500 greenhouse gas inventory personnel in Taoyuan City for 2023.
To drive Taoyuan's transition to zero carbon emissions, the Department of Environmental Protection consistently holds training for enterprise greenhouse gas inventory personnel, aiding industries in achieving the transformation to zero emissions. Relevant course information will be published on the bureau's website, welcoming more Taoyuan enterprise partners to join in. By collaborating with the city government, the foundation will be laid for Taoyuan's push toward achieving zero carbon emissions by 2050 and sustainable urban development, crafting a zero-emissions city through practical actions.
