The Department of Environmental Protection of the Taoyuan City Government (TYDEP), working with the Miaoli District Prosecutors Office, the Taoyuan City Police Department, and the Environmental Management Administration, conducted a cross-jurisdictional investigation into an illegal waste disposal case. Following the conclusion of the investigation, the Miaoli District Prosecutors Office indicted six defendants, including two corporate entities, for suspected violations of Articles 46 and 48 of the Waste Disposal Act, involving the illegal disposal of industrial waste and false reporting.
TYDEP stated that an in-depth investigation conducted by the joint environmental, police, and prosecutorial task force revealed that suspect Bai allegedly conspired with suspect Sun, the head of Company Jia (a recycled materials processing facility in Longtan District), and factory manager Li. Under its permit, Company Jia was authorized only to engage in the recycling of R-0201 waste plastics and R-1301 waste iron. However, in February 2025, the two parties signed a fraudulent waste transportation and recycling contract for waste plastics and scrap iron in an attempt to disguise illegal waste disposal as legitimate recycling operations. Under Sun’s instructions, personnel transported approximately 60 metric tons of waste—including D-0299 mixed waste plastics and D-1801 general industrial waste—from Company Li to Company Jia’s facility between February and May 2025, where the waste was illegally handled and disposed of.
TYDEP urged waste generators as well as waste collection and treatment operators not to cut costs through illegal dumping or other unlawful disposal practices. The department will continue strengthening cooperation by working closely with prosecutorial and police partners to protect Taoyuan’s environment. Residents who notice unusual stacking or burial of waste on land are encouraged to call the 24-hour public nuisance reporting hotline at 0800-066666 or 03-3354943 to jointly protect environmental safety.
