Taoyuan Named CDP A-List City for the Third Consecutive Year, the Only City in Taiwan with a Three-Year Streak

Taoyuan City has once again received international recognition for its climate governance efforts. On December 10, the Carbon Disclosure Project (CDP) released its 2025 list of A-List Cities worldwide, with Taoyuan once again earning an A rating, making it the only city in Taiwan to achieve this distinction for three consecutive years. As one of the world’s most authoritative climate disclosure and evaluation platforms, CDP’s assessment places Taoyuan among the ranks of leading global cities through its steady policy execution and measurable results.


Yen Chi-Liang, Director-General of the Department of Environmental Protection of the Taoyuan City Government (TYDEP), noted that CDP assessments place strong emphasis on information transparency, climate risk management, governance frameworks, and the implementation of concrete actions. Taoyuan’s three consecutive A ratings reflect international recognition of the city’s institutional capacity, policy monitoring mechanisms, cross-departmental governance, and quantified outcomes, placing it alongside the world’s top-performing low-carbon cities.


Director-General Yen further explained that Taoyuan announced its “2050 Net-Zero Pathway” in 2022, setting a target of a 50% reduction in carbon emissions by 2030. Supported by a cross-departmental governance structure, policy progress is reviewed on a rolling basis every two months. According to carbon inventory data, citywide emissions in 2024 were reduced by approximately 8 million metric tons of CO₂e compared with 2014 levels, representing a 22.74% decrease, significantly exceeding the original net-zero trajectory. The private sector has also shown strong engagement, with more than 80% of local enterprises submitting voluntary emission reduction plans, creating strong momentum through public–private collaboration.


Beyond carbon reduction, Taoyuan officially enacted the “Taoyuan City Self-Government Ordinance for Promoting Net-Zero City” in July 2025. The ordinance focuses on four priority areas: green energy for industry, energy efficiency in residential and commercial sectors, green transportation, and net-zero lifestyles. Through institutionalized mechanisms, the city aims to ensure the long-term implementation of net-zero policies. Meanwhile, the City Government is advancing initiatives such as bus electrification, the phase-out of older diesel vehicles, energy efficiency upgrades in buildings, and the accelerated deployment of renewable energy. A “Carbon Neutrality Information Platform” has also been established to provide regulatory guidance, inventory tools, and advisory resources, enhancing participation by businesses and the public alike. In terms of talent development, TYDEP has conducted 37 training programs, cultivating a total of 1,692 professionals specializing in carbon management and emissions inventory. These efforts support enterprises in adopting low-carbon technologies and improving energy efficiency.


TYDEP further noted that in response to the growing challenges posed by extreme weather, Taoyuan has completed its “Climate Change Adaptation Implementation Results Report” this year and became the first local government in Taiwan to launch an “Adaptation Map Platform.” The platform integrates data from 24 Central Weather Administration monitoring stations and 1,105 micro air-quality sensors. Residents can use the platform to quickly access localized environmental conditions and select suitable spots based on real-time weather and air quality information.


TYDEP emphasized that Taoyuan will continue advancing four major strategies—energy transition, low-carbon transportation, building energy efficiency, and broad public participation—to strengthen urban climate resilience. With tangible results, Taoyuan aims to maintain its position among the world’s leading CDP A-List cities.
