The results of the 2024 National Ocean Environmental Management Evaluation, organized by the Coast Guard Administration (OGA) under the Ocean Affairs Council, were announced on April 22. Taoyuan City has earned the top national honor for the sixth consecutive year. Yan Ji-Liang, Director of the Department of Environmental Protection of the Taoyuan City Government (TYDEP), attended the award ceremony to receive the prize from Liu Kuo-Lieh, Chief Secretary of the Ocean Affairs Council, demonstrating Taoyuan’s dedication and outstanding performance in marine protection and environmental governance.
Director Yan noted that Taoyuan emphasized four major achievements during this year’s evaluation: source control, pollution warning systems, end-point control, and environmental education. These efforts, which combine AI technology with on-the-ground implementation, form a robust defense system for the city’s marine and coastal environments. In terms of source control, Taoyuan’s AI-powered bird recognition system at the Xucuogang Wetlands uses electronic fences and dynamic video monitoring to identify and track waterbird activity. The ecological data collected provides a valuable database for future conservation and research. For pollution warning, Taoyuan has deployed a river water color recognition system near estuaries to detect abnormal water color. The system integrates AI and Internet of Things (IoT) technologies to ensure water safety for the public. Regarding end-point control, Taoyuan has developed a comprehensive emergency response network for marine pollution since 2021. This system enhances disaster preparedness and response capacity of the city. Finally, in the area of environmental education, Taoyuan’s reusable container service not only raises public awareness and convenience but also drives local industrial transformation and the growth of a circular economy.
Director Yan further stated that Taoyuan will continue to collect environmental data to build a comprehensive database to support smart law enforcement and policy-making. The city will also strengthen protection of marine and coastal environments while fostering greater public responsibility through environmental education. These actions can help transform Taoyuan into a marine-friendly city that values conservation and sustainable resource use.
TYDEP emphasized that alongside efforts to protect marine ecosystems and biodiversity, Taoyuan is also promoting the development of ecotourism and sustainable fisheries. By fostering collaboration among industry, government, and academia, the city is transforming marine resources into a powerful driver for urban sustainability. It is also advancing the vision of a smart ocean city that balances both ecology and economy.
