Led by Chief Secretary Huang Mei-Chun of the Department of Environmental Protection of the Taoyuan City Government (TYDEP), a delegation visited Goyang City, Gyeonggi-do, South Korea, on April 15 to participate in the 2025 World Local Government Climate Summit. At the event, which brought together nearly 500 local government representatives, climate experts, and scholars from 30 countries, the team presented Taoyuan’s achievements in applying AI technology to environmental governance. Taoyuan’s AI Construction Dust Control System not only demonstrated the real-world application of science-based solutions but also showcased the city’s outstanding environmental governance. The initiative marks the beginning of a new era in city governance with predictive management, contributing to global sustainable development.

TYDEP Director Yan Ji-Liang noted that in addition to Taoyuan, other Taiwanese cities represented at the summit included New Taipei City and Kaohsiung City. Taoyuan focused its presentation on practical applications of the “AI Construction Dust Smart Water Sprinkling Management System.” This system integrates artificial intelligence, real-time image recognition, and cloud-based data analysis to bring significant innovations to urban air quality management. Equipped with air quality sensors and dust detection capabilities, the system can monitor the air quality of construction sites and automatically adjust the volume of sprayed water based on real-time readings. This enhances water efficiency and prevents unnecessary water waste. The system has gained international recognition—not only featured at this summit in South Korea but also selected in 2024 as a featured paper at the 9th Asia Conference on Environment and Sustainable Development. It was additionally honored with the 2024 Taiwan Sustainability Action Awards for Sustainable Cities (Government Silver Award) and the 2023 Taoyuan City Innovation Award, reinforcing global acknowledgment of Taoyuan’s smart and sustainable policies.

According to TYDEP, the 2025 World Local Government Climate Summit was co-hosted by ICLEI and the Gyeonggi Provincial Government. Delegates from over 30 countries—including Germany, Sweden, the United States, Australia, and Japan—attended the event. The summit focused on five core themes: science-based solutions, civic participation, climate economy, inclusiveness, and harmony with nature. Through sharing best practices and innovative technologies, local governments are encouraged to take effective actions to meet the challenges of climate change. During the presentation, Chief Secretary Huang Mei-Chun engaged in discussions with several international participants, including Kale Roberts, Director of ICLEI USA; Lee Dong-hwan, Mayor of Goyang City; Kim Han-Soo, Director of the Climate and Environment Information Center at the Gyeonggi Research Institute; Park Hye-Rin, CEO of ENOMAD (Korea); Xiao Zhu-Yun, Senior Planner at the Chengdu Institute of Planning and Design (China); Theodora Panagea, Project Manager at the National and Kapodistrian University of Athens (Greece); and Yang Yi-Sheng, Director of the ICLEI Kaohsiung Capacity Center.

TYDEP emphasized that the Taoyuan City Government continues to promote environmental governance by improving regulations, supporting technological development, and assisting industrial transformation. Through these efforts, Taoyuan is steadily advancing the application of AI in public services, contributing not only to smart city governance but also offering concrete solutions for global climate challenges. The city looks forward to collaborating with more international partners to achieve the shared goal of smart city development and environmental sustainability.
