Taoyuan Announces the Highest Electric Scooter Subsidy Among Six Special Municipalities, Offering Up to NT$36,000 in Five Additional Programs

To advance its net-zero carbon emissions goal, the Department of Environmental Protection of the Taoyuan City Government (TYDEP) announced the “2025 Taoyuan Electric Scooter Subsidy Program” on March 25th. In addition to subsidies for replacing old scooters and purchasing new e-scooters, TYDEP has introduced five additional incentive programs: “E-Scooter for Families,” “E-Scooter for Prime Riders,” “E-Scooter for Youth,” “E-Scooter for Indigenous Residents,” and “E-Scooter for Fuxing District and Low-Income Residents.” These programs aim to support families, working adults, young riders, Indigenous communities, and disadvantaged groups, with a maximum subsidy of NT$36,000. The subsidy program runs until December 31, 2025, with limited slots available. Residents are encouraged to seize the opportunity.

Yan Ji-Liang, Director of the TYDEP, mentioned that Taoyuan City now has over 100,000 e-scooters, accounting for a 7.21% market share. Applicants who replace their two-stroke scooters with an e-scooter are eligible for a maximum subsidy of NT$15,000. Additionally, those replacing first- to fifth-generation scooters manufactured before December 31, 2016, with an e-scooter can receive up to NT$12,000. New e-scooter buyers can also apply for a subsidy of up to NT$4,000. The total quota for the replacement program is 8,500 spots. Director Yan emphasized that the five additional programs launched this year align with the city government’s family-friendly policies, and recognize the contributions of working-age citizens. These programs also provide support to youth, Indigenous communities, Fuxing District residents, and low-income households. He urged residents to replace old scooters with e-scooters or opt for public transportation to reduce air pollution and carbon emissions.

TYDEP explained that the five additional subsidy programs include an extra NT$10,000 for low-income households and Fuxing District residents. The “E-Scooter for Families” program provides an additional NT$6,000 for households with children aged 0-12, with 2,500 spots available. The “E-Scooter for Prime Riders” program offers an extra NT$4,000 to residents aged 36-45, with 2,500 spots available. The “E-Scooter for Youth” program grants an additional NT$1,000 to residents aged 18-35, with 1,000 slots available. The “E-Scooter for Indigenous Residents” program provides an additional NT$1,000 for Indigenous residents, also with 1,000 slots available. This year’s maximum subsidy reaches NT$36,000, making it the highest among Taiwan’s six special municipalities.

TYDEP noted that applicants must be at least 18 years old and have been registered residents of Taoyuan City as of December 31, 2023. Foreign nationals holding a residence permit must also be at least 18 years old and have a spouse who was registered in Taoyuan by the same date. The application deadline is January 10, 2026, and subsidy applications can be retroactively submitted for purchases made from January 1, 2025.
