To combat the environmental impact of single-use plastic products, which contribute to waste pollution and pose health risks, the Ministry of Environment has announced new regulations under the “Targets and Measures for Restrictions of Single-Use Lodging Supplies .” Effective January 1, 2025, the policy aims to reduce plastic waste generated by travel and accommodation activities. The Department of Environmental Protection (TYDEP) of the Taoyuan City Government is assisting in the implementation of these measures, conducting compliance checks at 29 lodging establishments during the first week of enforcement, all of which fully complied with the new rules.
Director-General Chen Shih-Wei of the TYDEP stated that the regulations were announced on July 17, 2023, granting the hospitality industry, including tourist hotels, general hotels, guesthouses, and other accommodations, 18 months to prepare. During this period, the TYDEP guided businesses in phasing out restricted items, adjusting guest room toiletries, and training staff to comply with the changes. To further ensure smooth implementation, on-site consultations and online briefings were conducted in 2024, helping establishments comply with the requirements before the regulations took effect.
The TYDEP noted that under the new policy, lodging establishments are prohibited from providing liquid toiletries and personal care products in containers smaller than 180 ml (including shampoo, conditioner, body wash, and lotion). Additionally, personal hygiene items (such as combs, toothbrushes, toothpaste, razors, shaving cream, and shower caps) must not be displayed for free access within business premises. Violations of these regulations will result in fines ranging from NT$1,200 to NT$6,000.
The TYDEP will continue promoting and monitoring compliance with the new regulations, encouraging lodging operators to adhere to the sustainable practices outlined in the policy. The public is also urged to adopt environmentally friendly habits while traveling, such as carrying reusable water bottles, towels, and other essentials, to reduce dependence on single-use items. These efforts aim to foster a culture of sustainability and collective responsibility, contributing to a greener future for all.
