To uphold the United Nations Convention Against Corruption (UNCAC) and promote comprehensive integrity within the government, the Department of Environment Protection of the Taoyuan City Government (TYDEP) conducted a workshop on “Administrative Transparency: Concepts and Practices” on December 19. The event featured Dr. Hsin-Chung Liao, Associate Professor at the Department of Public Administration at National Chengchi University, who provided insights into the meaning, practical applications, and importance of administrative transparency. By analyzing real-world case studies, the workshop aimed to equip staff with practical tools to enhance integrity and operational effectiveness through transparent administrative measures.
Director-General Shih-wei Chen of the TYDEP emphasized its commitment to integrity by forming an Administrative Transparency Task Force, personally led by the Director-General. The task force holds regular discussions and training sessions, inviting experts and academics to educate staff with real-world examples. The initiative underscores the TYDEP’s dedication to fostering a transparent and clean government, aligning with the principles of “open government.”
The TYDEP emphasized that administrative transparency is a fundamental principle of contemporary governance. By disclosing relevant information and processes, government agencies enable public oversight, reduce information gaps, and enhance public trust. These measures effectively deter corruption and promote comprehensive integrity within institutions. This workshop not only deepened staff understanding of the principles and practices of administrative transparency but also utilized case studies shared during the lecture to inspire participants. Staff were encouraged to evaluate the transparency of current workflows and operations, identify areas for improvement, and propose innovative strategies. The goal is for every staff member to become an active contributor to TYDEP’s integrity and governance efforts.
