DEP Taoyuan significantly reduces air pollutants in 2023 using monitoring technology and through counseling

In an effort to effectively improve air quality, the Department of Environmental Protection(DEP), Taoyuan has adopted monitoring technology and a variety of improvement measures for different types of listed factories. Manufacturers with large factories were requested to monitor the air pollutant concentration in discharge pipes 24 hours a day, followed by counseling with DEP Taoyuan.This way, these factories can operate under better conditions than prescribed by regulatory requirements. At the same time, DEP Taoyuan engaged in negotiations with seven cogeneration plant operators in Taoyuan for them to refrain from using coal for power generation after 2030. This is aimed to not only significantly reduce air pollutants but also 2.43 million metric tons of CO2 can also be reduced per year. Finally, with Taiwan's first continuous emission monitoring system(CEM), DEP Taoyuan assisted small- and medium- sized factories in monitoring the operating parameters of control equipment 24 hours a day to ensure that they are on par with the regulations.

DEP Taoyuan pointed out that, with Industry 5 prompting the advancement of the Internet of Things(loT),independent management capabilities of manufacturers in the industry must be strengthened by applying the application of pollution control technology. This year(2003), the city undertook the operating procedures for stationary pollution sources and continuous parameter monitoring systems(CPMS) of group three and group four manufacturers. This expanded the grasp of pollutant sources, allowing manufacturers to control pollution sources at the source in a more effective manner. Under the control of a multi-faceted strategy, the continuous emission monitoring system (CEMS) and the continuous parameter monitoring system(CPMS) monitored more than 7,785 tons of pollutant emissions and captured up to 90% of emissions from highly polluting potential industries with high volatile organic components.

Chen Shih-Wei, Secretary of DEP Taoyuan said that the remaining 10% is the petrochemical industry and the target to focus on is CPC Taoyuan Refinery. DEP Taoyuan and the Ministry of Economic Affairs have regular meetings on air pollution control and improvement. With strict measures taken by the local government and central government, complaints lodged in 2023 were reduced by 90%. Moreover, DEP Taoyuan assisted an ink manufacturer in Guishan District in installing a regenerative catalyst oxidizer(RCO), with 43 tons of volatile organic compounds(VOCs) expected to be reduced. With respect to a manufacturer who had been reported multiple times, DEP Taoyuan took the initiative to check the source of the odor. It was found that the wastewater treatment facility was prone to odor dispersion and DEP Taoyuan immediately took precautionary measures to address the problem. DEP Taoyuan also arranged for experts to provide guidance and counseling on site. The manufacturer is committed to significantly reducing the generation of odors by Q1 2024.

DEP Taoyuan emphasized that the projects implemented and technology used to enhance air quality in Taoyuan in the past few years have been effective. As the population and industrial output value of Taoyuan City increases year on year, air quality in Taoyuan City will also continue to improve. The city government team is dedicated to calling on industry to join hands with the city government, achieving the goal of giving the people of Taoyuan better air quality.
