Mayor Chang of Taoyuan City Commends Outstanding Resource Recycling and Processing Operators, Demonstrating Leadership in Sustainable Industry and Net Zero Competitiveness

The annual evaluation results for the processing facilities overseen by the Taoyuan City Department of Environmental Protection (TYDEP) have been released. In 2023, a total of 21 outstanding operators were rated as "Grade A." The TYDEP held the "2023 Taoyuan City Outstanding Resource Recycling Facility Awards Ceremony” today (27rd), which was attended by Mayor Chang San-cheng, aiming to commend and encourage these distinguished operators. The event aspires for these exceptional establishments to lead industry enhancements and become pioneers in promoting a circular economy within Taoyuan City.
 The thriving industrial and commercial sector in Taoyuan City leads the nation in the number of factories under government monitoring and supervision. One of the most crucial challenges in the industry is efficiently transforming waste into recyclable materials, reintegrating them into the supply chain to assist in achieving net-zero carbon emissions in the respective industries. Furthermore, according to Article 30 of the Waste Disposal Act, businesses bear joint and several responsibilities for waste disposal. Therefore, the selection of outstanding processing facilities is crucial to avoid illegal dumping of commissioned waste, which is a significant concern for businesses.
 The TYDEP aims to enhance the independent management capabilities of counseled entities and elevate the quality of reclaimed products. The TYDEP has pioneered an annual evaluation for waste treatment operators operating for over a year. This year, the scope expanded to include evaluations for waste acidic etching solution (R-2501) reuse facilities. Experts and scholars are invited to these facilities to assess operational management, equipment technology, on-site environmental conditions, management of resource-utilized products and derived waste flow and efforts in energy conservation and carbon reduction. This initiative aims to establish a high-quality resource recycling supply chain. For instance, within the semiconductor industry, waste liquids undergo re-purification by processing facilities to become isopropyl alcohol, which is then reintegrated back into the semiconductor manufacturing process. Similarly, bottom ash from incineration plants, after proper treatment, are used as incineration-derived recycled granular materials for public infrastructure projects. These efforts align with SDG 12's Responsible Consumption and Production indicators and SDGs 7, 8, 9 and 13, promoting a green economy, ensuring sustainable consumption and production patterns, and becoming the cornerstone of Taoyuan City's circular economy initiatives.
 
 The event today was attended by Chen Shih-Wei, Director-General of the TYDEP; Lin Chung-Jen, Chairman of the National Association of Waste Disposal and Treatment Industry of the Republic of China (WRTC); Cheng Po-Jen, Chairman of the Taoyuan City Waste Disposal and Treatment Industry Association; and representatives from various recognized outstanding operators.
