Drifting of Foreign Air Pollution Sources Into Taiwan: Taoyuan Works with Four Northern Counties and Cities to Respond

According to the six air quality monitoring stations in Taoyuan City and the air quality monitoring data of the Environmental Protection Administration, Due to northeastern wind conditions in Taiwan today (Mar 2), a large volume of air pollution has drifted to Taiwan, with the main pollutant being PM2.5. After continuous observation within the jurisdiction of Taoyuan City since 6:00 a.m. Today (Mar 2), air quality monitoring stations in Taoyuan, Zhongli, Pingzhen, Dayuan, Longtan continue to show deteriorating air quality. The main cause of this deteriorating air quality is mainly attributed to foreign sources of pollution. In order to alleviate the air quality situation in Taoyuan, Taoyuan City took the initiative to join forces with the environmental protection bureaus of Taipei City, New Taipei City, Keelung City and other county and city governments to initiate cross-county and city joint response actions and implemented medium-level precautionary and preventive measures this morning to expand the overall response capacity.


Taoyuan City strictly enforces source pollution control and response actions in accordance with relevant regulations. For fixed sources of pollution, the city requires large factories to reduce emissions, notifies and checks factories with large output of emissions and reviews pollutant monitoring data. For fugitive sources of pollution, the city inspects construction sites within its jurisdiction and requires material heaps, exposed surfaces and vehicle paths to increase water sprinkling. For mobile pollutants, the city performs license plate recognition, visual smog detection, and inspection of diesel vehicles in Guanyin District, an area with poor air quality and conducts roadside inspections of motor scooters and motorcycles. It is expected that the various pollution response actions will reduce local emissions and mitigate the impact of pollution from outside the country.


According to the statistics, 52 factories, 90 construction sites, 75 restaurants and open fire hotspots were jointly inspected. 2,557 diesel vehicles, 3,191 motorcycles and high pollution vehicles were intercepted on roads with heavy traffic through license plate recognition. The Environmental Protection Bureaus of each county and city also notified 126 large factories within their jurisdiction to adopt emission reduction actions and the environmental cleaning squad, factories and construction sites in each district also assisted in strengthening road cleaning operations for a total of 286.5 kilometers. The poor air quality in the western half of Taiwan due to natural environmental factors such as foreign pollution and poor dispersion was improved in the afternoon of 3/2. The TYDEP will continue to monitor changes in air quality and implement contingency measures in accordance with the “Taoyuan Regional Air Quality Deterioration Prevention Measures” to maintain a quality living environment for the public.
